Description:

MASS is one of the Collaborating partners among others such as Nepal Fertility Care Center (NFCC), Nepali Technical Assistance Group (NTAG), CARE, SCF/US, and ADRA for implementing the Cooperative Agreement for Nepal Family Health Program ( NFHP), the five-year bilateral activity of United States Agency for International Development, Nepal (USAID/N). This is awarded to John Snow Research and Training Institute, Inc. (JSI) with co-management by EngenderHealth. This is cooperative agreement for approximately $30 million to be allocated over each phases of five years. The Program is implemented by JSI, EngenderHealth, Johns Hopkins University/Center for Communication Program (JHU/CCP) and Johns Hopkins University Program in International Education on Reproductive Health (JHPIEGO).  

USAID/Nepal is a donor for the National Family planning Program, supporting GON to increase awareness and to access  quality family planning services. Through the Nepal Family Health Program II (NFHP II) ,USAID/Nepal has been supporting the Ministry of Health and Population (MOHP) in the areas of Family Planning such as delivery, quality assurance, informed choice, health information, communication for behavior change and logistics management in both country wide and in NFHP's 20 core districts program. Additionally, USAID has been supporting  in the strengthening and maintaining national family planning training centers in Kathmandu, Nepalgunj and Biratnagar.Funding to MOHP, provided under NFHP is through Redbook budget (funding to carry out specific activities jointly decided by MoHP and USAID/N and Supplemental Work Plan (funding to carry out additional activities that supplement to Red book) includes activities such as;  

  • Family Planning Program (FPP) incorporates technical assistance to improve the skills of health care providers
  • Female Community Health Volunteer Program (FCHV) play a pivotal role in the community health in Nepal  in information dissemination on reproductive health and actively participate in the community based integrated management of childhood illness
  • Community based- integrated Management of Childhood Illness (CB-IMCI) Program aims at reducing childhood mortality from the five diseases through timely and appropriate case management at health facilities and communities’.
  • Safe motherhood Program (SMP)  incorporates the activities for enhancing skills of technical care providers through training based upon need assessments
  • Under special initiative and institutional support-referred  to as Director General Work plan-  includes support for various institutional strengthening activities 
 



Scope Of Work:

Family planning Program

  • Institutional support to assist program administration and to staff LMIS unit to logistics Management Division ( LMD) including report generation of LMIS report, reproduction  and distribution to various  health offices all over Nepal
  • Support to Monitoring , supervision and transportation.
  • Administration of fund for Per-Case support  to INGOs and NGOs that provide Voluntary Surgical Contraception (VSC) services.
  • Management of Program Family planning Assistants (FPAs) and workshops, field visits, orientation of programs, technical training.
  • Procurement and distribution of printing materials, selected initial expendable and non expendable supplies
Female Community Health Volunteers Program (FCHVP).
  • Institutional support to Family Health Division.
  • Management and supervision of  FHD
  • Supplies and support for district level activities
  • Training for new FCHV's 
  • FCHV basic and refresher training
Community based IMCI Program (CB-IMCI)
  • Institutional support for CB-IMCI

Project Title:Financial Training Workshops for GON Staff

Description:

USAID /Nepal has provided support to the GON through reimbursable Implementation Letter over last 20 years. USAID/Nepal has had a constant relationship with Ministry of Health and Population (MoHP) for the last 11 years an has provided direct budget support each year through IL.

In FY  2009, USAID/Nepal established a direct funding relationship with the Ministry of Education (MoE) through pre negotiated Fixed Amount Reimbursable IL. Under the directions and vision of the USAID Administrator there are opportunities to be more involved ad expand

USAID/Nepal’s direct support to the GON in existing and additional ministries. The mission is offering to expand its direct support to the Ministry of Agriculture (MoA) during fiscal year.Based on the current experience working with (MOHP), the government’s capacity to manage USAID/Nepal resources to a level acceptable to USAID and to properly execute financial management roles and responsibilities as warranted by USAID rules and regulations is limited. Most of the independent audits carried out by USAID reported disallowed cost and instances of the weaknesses and material instances of non compliances. The lack of proper knowledge and guidance on USAID regulations in central and districts offices is one of the main reasons behind this weaknesses and other reason is frequent transfers of accounting staff in the field offices.

 In order to close these gaps to establish minimum standards for work with the host government, USAID has conducted two training workshops to the accountants and the District Public Health Officers of DOHS over past four years.



Scope Of Work:

Prepare a Work Plan

  • Hold entrance and exit conferences with GON Ministries/Department
  • Communicate information to the GON Ministries/Departments regarding objective, process, identify financial compliance
  • Develop and finalize training plan / dates and locations
  • Identify each participants from Ministry of Health, Education and Agriculture
  • Determine the facilitator for trainings, coordinate with other GON Department of Auditor’s General office

Develop Course Outline

  • Prepare specific written policies and procedures on financial, administrative and operational in accordance to USAID and GON Rules and Regulation
  • Develop training agenda, training process manual but not limited to system documentation notes. PowerPoint, write ups for the workshop

Conduct Workshop

  • Manage meeting facilities including stationery, training materials and other items
  • Conduct three day training workshops to a maximum of 50 GON Accountants (50 per region) that have been identified by Ministries of Health, Education and Agriculture
  •  Provide and arrange for logistics for workshops  in coordination with GON Ministries/Departments including making payments for TADA and any other payment to GON participants and facilitators from the total budget

 Report

  • Prepare final reports in English summarizing the results of the workshops conducted including evaluation of the training workshops and any futre recommendations on the training

Description:

Twenty-five years after it was first detected, the HIV epidemic has spread to every corner of the world. HIV/AIDS has destroyed the lives of millions of families and communities.HIV/AIDS is likely to be here for a long time, but how far it spreads and how much damage it does is entirely up to the response. Over the last years the HIV/AIDS epidemic in Nepal has gained ground, and Nepal has progressed from a “low prevalence” country to one with a so-called concentrated epidemic in certain sub-groups of the population (e.g. Injecting drug users). For Nepal the window of opportunity is closing fast to effectively address the epidemic.

The Government of Nepal has planned to scale up coverage and quality of HIV/AIDS prevention, treatment care and support services. Nepal’s National HIV and AIDS Strategy 2006-2011 placed emphasis on preventing infection among most-at-risk groups as well as among youth. The Global Fund has awarded the 7th Round grant to Nepal for implementing HIV/AIDS prevention, care & treatment activities in the country.

 As one of the Principal Recipient of the global fund, UNDP Nepal is providing technical assistance to the Government of Nepal in strengthening its capacity to implement the project “Scaling up coverage and quality of HIV and AIDS prevention targeted to Most at risk population and treatment care and support services to People Living with HIV/AIDS (PLHAs)”. UNDP’s program component includes procurement of HIV and AIDS commodities and strengthening the national capacity to effectively manage and coordinate the HIV/AIDS response in Nepal. Procurement of the HIV and AIDS commodities has been managed by United Nations Development Program (UNDP).

Distribution and supplies activities are managed by National Centre for AIDS and STD Control (NCASC)/Ministry of Health and Population (MoHP) with the support of MASS the NCASC Central Warehouse located at the premises of NCASC, Department of Health Services (DoHS), Teku, Kathmandu, Nepal. All the commodities come under national system and are stored at NCASC Central Warehouse, Teku, Kathmandu.
